Becoming an Agricultural Drone Pilot in New Zealand: A Stage-by-Stage Guide

Most people planning to become a certified agricultural spray drone pilot underestimate one thing: paperwork decides how long this takes, not flying. Your main application sits in a CAA queue for 8 to 10 months once submitted, so it has to go in first - everything else in the pathway can run alongside that wait. Submit it late, and you can add months to the timeline unnecessarily.

Done back to back, the full pathway typically takes 10-12 months and costs around $13,424 excl GST. That 10-12 month figure gets you to a provisional Agricultural Rating - the full rating follows a probationary period of 30 supervised flights and/or 6 months.

Stage 1: UAOC (Unmanned Aircraft Operator Certificate)

The first thing to know is that a UAOC is issued to a business, not an individual, which is why it's a separate certificate from the Part 102 Professional Pilot Certificate. It's common for a one-person operation to hold its own UAOC and fly under it.

The UAOC being granted means you have CAA approval to operate outside standard Part 101 conditions, such as agricultural spraying alongside things like night flying or operating over land without the owner's permission. A UAOC does not grant exemptions to all of the Part 101 rules, only those for which you have applied, provided your procedures for that activity meet CAA's safety bar.

Getting there means writing an exposition: the operations manual covering pilot training, competency checks, standard operating procedures, the procedures specific to the operations you're applying for (spraying, in this case), reporting, and maintenance. It's not a one-off document. It stays live for the life of your UAOC and needs renewing every five years, so it's something you maintain rather than file away once approved. The CAA doesn't review an exposition once and hand back a pass or fail. They flag anything that falls short, you fix it, and it goes back for another look - repeating until they're satisfied. A poorly prepared exposition means more rounds of that cycle, and since the CAA bills by the hour for review time, more rounds means a bigger assessment fee and a longer wait before approval. DroneTrust's Exposition Writing Service runs about 4 weeks for the discovery, interview, and writing process, then it goes to the CAA. The service fee is $3,500 excl GST for an agricultural exposition, with a $1,500 discount for Agricultural Drone Association members, taking it to $2,000. On top of that, the CAA charges its own submission fee ($568) plus an hourly assessment fee, paid directly to them.

Stage 2: Part 102 Professional Pilot Certificate

Where the UAOC covers your business, Part 102 covers you as a pilot. Anyone flying under your UAOC, including you, needs to hold it. It's a self-directed online theory course covering Part 101 content (airspace, aerodrome operations, the basics every drone pilot needs) plus Part 102-specific material (certification requirements, NOTAMs, flight planning, meteorology). Most people work through the theory over a few weeks, then book a practical flight assessment once they've passed the exam.

You don't need to own a drone for any of this. The practical test needs access to one with ATTI mode, usually a consumer model like a Mavic or Phantom, which DroneTrust can hire out.

Part 102 Professional Pilot Certificate Course: $1,295 excl GST. You have 12 months from purchase to finish the theory and pass the practical test.

Stage 3: Operational Competency Assessment (OCA)

The OCA tests whether you can fly the specific drone listed on your UAOC, and whether you know the standard operating procedures in your exposition. It's tied to that particular UAOC rather than to you as a pilot, so moving to a different UAOC later, even with plenty of experience, will mean sitting a new OCA. It combines theory revision with a practical flight test and needs renewing every year, not just once at the start.

Buying your ag drone is what makes this stage possible: it comes with training on that specific machine, and that training is what qualifies you to sit the OCA. Once you've passed, you can practice flying and spraying water on your own. Actual chemical still waits for the Agricultural Rating.

Operational Competency Assessment: $629 excl GST.

Stage 4: Chemical Rating

Before anyone can legally apply agrichemicals from a drone, they need a Chemical Rating (also called a Pilot Chemical Rating or RPAS Chemical Rating). It's theory-based, covering drift behaviour, spray physics, environmental exposure, and emergency response with product on board. Most agrichemicals are classified as hazardous substances under the HSNO Act, which is why this sits alongside Part 102 as a separate requirement rather than being folded into it. It's the theory that carries into your continued practice flights, even though real chemical still waits for the Agricultural Rating.

This one is now offered directly through DroneTrust. It runs at $4,000 excl GST and stays valid for five years once earned. Read more on why it's required. Skipping it isn't just a paperwork issue: insurers generally require compliance with all applicable regulations, so flying and spraying without a Chemical Rating can mean a drift claim gets declined at the exact moment you need cover. You also need it to do your Ag Rating.

Stage 5: Agricultural Rating

This is the last stage, and the one that qualifies you to spray. It's a two-day practical course run with an instructor, covering spray and spreading technique, mapping a job site, hazard analysis, calculating spray rates, and safely mixing and applying chemical. Everything from the previous four stages turns into a working skill here. Real chemical enters the picture for the first time too: up to this point, all your practice flying has been with water.

Your instructor is there to help, not teach from scratch. It's your chance to draw on someone experienced while you put everything you've learned into practice for real - show up having already practiced those skills, and the time goes further instead of getting spent catching up.

Passing the two-day course gets you a provisional Agricultural Rating, not the full one straight away. From there, you need to complete a probationary period, 30 supervised flights and/or 6 months, before the full rating is issued.

Agricultural Rating: $4,000 excl GST, plus examiner travel costs where applicable.

Why the order matters

The CAA's processing time for your UAOC (currently 8-10 months once submitted) is outside anyone's control. Your Part 102 Professional Pilot Certificate and the Chemical Rating don't depend on it being granted, so neither one has to wait. The OCA is different: it's assessed against your exposition, so it needs the UAOC granted, or close to it, before booking makes sense. Agricultural Rating comes last regardless.

It's worth timing Part 102 and the Chemical Rating toward the back end of the UAOC wait rather than doing them on day one. Part of the CAA's review includes an interview with your named Prime Person (the person accountable for your operation's safety, a role every UAOC holder is required to have under Part 102), and you want that knowledge fresh going into it, not eight months stale. Delay the UAOC submission instead of leading with it, and the 10-12 month pathway stretches out for no reason other than paperwork that could have been in the queue months earlier.

Chemical Rating and OCA are the one part of the sequence that isn't strict. They can happen in either order, though it's typically easier to do OCA first.

All five stages now run through DroneTrust, for a combined $13,424 excl GST. If you're already holding some of these, an existing Part 102 certificate, say, the total drops accordingly. The Agricultural Rating course itself doesn't change - it's the same two-day practical regardless of experience. What changes is how much of the rest of the pathway you still need to complete before you get there.

How long does the whole thing take?

10-12 months is realistic if you submit the UAOC first and use the wait productively:

  • Months 1-10: Exposition written and submitted, then waiting on CAA approval. Wait times may change.
  • Months 8-11: Part 102, then OCA once UAOC approval is granted or close to it. Then Chemical Rating.
  • Months 10-12: Agricultural Rating, the two-day practical, which gets you a provisional rating.
  • From month 12: Probationary period, 30 supervised flights and/or 6 months, before the full Agricultural Rating is issued.

Common questions before people start

Do I need to already own a drone before I start?

Not upfront. You need to name a drone in your UAOC application, but you don't have to own it. Where ownership actually matters is your ag drone, since buying it is what unlocks the training and hands-on practice that build up through Stages 3 to 5 above.

Can I do this while I'm still working or farming full-time?

Yes. The theory is self-directed and online, so it fits around existing work, and so does the flight practice you do once you're through your OCA. The parts you have to schedule around are the practical assessments and the two-day Agricultural Rating course.

What if I've already got some of these certifications?

As long as a certification hasn't expired, you don't need to repeat it. The exception is the OCA: since it's tied to a specific UAOC rather than to you as a pilot (see Stage 3), adding agricultural operations to an existing UAOC usually means applying for an amendment, and a substantial one can mean repeating your OCA even with plenty of prior experience.

Do I need to set up a company first?

Your UAOC application needs company details attached, since the certificate is issued to a business rather than an individual. If you're a sole operator, that means having the company in place before you apply, not something to sort out afterward.

What comes after certification?
